Insurance claim denial

This is regarding a car insurance claim issue I'm currently facing. The insurance company denied the claim stating the reason given is not aligning to the damage caused. The company is not asking for supporting documents but up front denied the claim saying the reason of damage is not right.

I have escalated this to IRDA asking them to provide evidence to support their stand else approve the claim. The damage to the car occurred by hitting a dog. Since there was no casualties to any parties, no police complaint was required.

1. My question here is, can insurance company reject the claim by denying the reason of damage?

 2. How can I fight for my right in this case?

What is the reply by IRDA?  If you not satisfied by the IRDA reply also, you may approach a consumer forum for deficiency of service by the Insurance company

Thanks for your reply. IRDA first level reply was from the Insurance company only which had no change in their stand. I have now escalated it further, a response now should come from IRDA. 

I will update here once I get response.
