Inter-country family adoption according to hague convention

Hi, For inter-country family adoptions, according to CARA website ( https://cara.nic.in/InnerContent.aspx?Id=161#Family%20Adoption%20Guidelines ), a court order has to be obtained in a civil court which has jurisdiction in matters of adoption and may include the District Court, Family Court and City Civil Court. We are planning to adopt my brother's children living in Bapatla, Guntur District, Andhra Pradesh. I want to know if there are any relevant courts in and around Bapatla. Any lawyers in and around Bapatla who can help in obtaining this court order? Any idea how long this will take to get the court order after obtaining the NOC from CARA? Best Regards, Raju
