is DV retrospective in KAR

Hello everyone,

 

Is DV retrospective?  Approx 7 High Courts have said it is not retrospective, but 2 High Courts have said that it is applicable retrospectively.

 

Is there any clarification from the SC?

 

Does it violate Article 20 (1) of Indian Constitution?

It is not restorspecdtive effect,
