Well the justification is not in legal language. Study this question from a different angle. A professionally trained police officer is an asset of the State. Is it appropriate for an asset of the State to be made Sentry or orderly. Is it not an abuse of position. Is it not arbitrary.

IPS officer is a Government servant and elected representative is a peoples representative.

An IPS officer's duty is to protect peoples representative and peoples representative have to work in the intrest of the nation. Both are have duties for the nation.

Alas! both are degraded in the eyes of citizens.

Off course both are degraded in the eyes of honest/sensible citizens. Now days some Government servant are washing plates in elected representative's house, for transfer/postings.

 In British days, there was Andamans (called Kalapani). Officers were mortally afraid to be posted there.

Now there are Naxal, Ulfa and Maoist infested districts in Maharashtra, Chhatisgarh, Jharkhand, Bihar, Orissa, Andhra Pradesh and Assam.

Officers of All India Services enjoy privileged position and cushy way of life. Their children go to Convent school, they are members of elite clubs, they rub shoulders with corporate honchos, they get the best medical facilities that State can provide. Their service condition provides that they can be posted anywhere in India. Now who would be posted there? Therefore, they teach their masters the way to amass wealth and become corrupt themselves. Fall in line. ELSE, transfer to....

There is no Maoist in India at all. These are all  bandits.

Look at the Mao dreamed about China what they are.

And Indian Maoist are real bandits and money suckers of rich and poor people.

We have the liberty to call them by whatever name we choose. The fact can't be wished away. No government works in the area of their operation be they branded bandits or Maoists. 

I may submit that Mao has long been forgotten in China; which is now a revised version of American capitalism.

Mao in China, Jinnah in Pakistan and Gandhi in India are all now history. Have you not seen the 7-Star culture pervading the lives of Netas and Babus?

They live palaces, drive Mercedes, wear designer suits (not Gandhi cap), remain surrounded by crooks all the time, travel by air with henchmen galore, red light car with sirens blaring on the road demanding the right of way, police and black cat commands surrounding them, army of government servants at their beck and call.

For these Babas, Netas and Cenima actors drama only in India.

Perticularly Non resident Indian are shocked with yesterdays news about Governer Tiwari ( 85 Years Old Fox with White Pig skin ).

Sharuk Khan how he was pulled out in Immigration in USA. The same treat for this Babas, Netas and so called heros in overseas.

But no one tells the naked truth about there incidents.

A well educated from India he enjoys cleaning toilets and sweeping the roads in Gulf and USA.

When you ask him to sit in the public bus he behaves like he is from outer space and talk about cleanness and working system like Indian Mao simpathisers. They saw communism and read few words in paper. But they don't know any thing about communism.

Indian Maoists are 100% road side bandits.

Like Railway Minister Mamatha Benerji is a simpathiser for Maoists.

Union Home Minister Uncle P. Chidambaram is a true LTTE simpathiser.

From Immigration line in USA. He is a big actor in India but he is ZERO infront of Immigration laws. I have Visa I took it from India. Visa is stamped in Passport does not means any one can enter. Unless and until the perticular Immigration Assistant is not satisfied with there answers he / she can not get the landing permit in that perticular country. And it makes no diffence with any religion.

 Bandits are a group of people. They can't create an army of trained cadre like Naxals, Maoists and Ulfa have done. People don't join them to get killed. 

People are afraid of them. Yes. People are also afraid of the police. So? They are extortionists. Yes. So are our Netas, Babus, ordinary criminals and police.

They kill people? is not the police killing people in fake encounters and under this custody? As long as State atrocity (in the form of Netas, babus and police continues), we can't wish away Naxals and Maoists. 

Remember that Maoists are a recent phenomenon. What about Naxals? They started the movement in Bengal in mid-sixties and it still continues with many government in and out.  Has the State atrocity abated?
