Dear Client,
you have to get NOC from the concerned registration authority(Haryana and Uttrakhand) and then provide NOC to the buyer, he will get the vehicle transfered in his/her name.

Rules are uniform for all citizens.
Getting NOC for vehicle, while using it in other state, and paying life tax in other state is mandatory. However, central Government personnel can use the vehicle as they require frequent transfers.. This facility is not applicable for sale.
Hence obtaining NOC from RTO and Police of other state, paying life tax in the state in which vehicle has to be used are mandatory. There is no exemption as of now to any one, when he wished to sell.
This NOC is confirmation that the vehicle is not involved in any illegal activities in the earlier state and presumptions can not hold good when there is well laid down rules and regulations.
To sum up getting NOC is a must.

IT IS CUMBERSOME PROCEDURE TO GET NOC AS THERE ARE LOT OF FORMALITIES THAT HAS TO BE CARRIED OUT. MY ADVICE IS IF HE WANTS TO SELL THE VEHICLE THEN SELL IT TO A PERSON RESIDING AT THE PLACE WHERE THE VEHICLE IS ORIGINALLY REGISTERED OR IF HE WANTS TO RETAIN THE VEHICLE AND USE THEN CONTACT AN AGENT RESIDING IN THE AREA OF THE VEHICLE ORIGINALLY REGISTERED AND GET A NOC AND GET IT REGISTERED WHERE HE IS CURRENTLY RESIDING,HE CAN AVAIL THE LIFE TAX EXEMPTION WHILE REGISTERING IN THE CURRENT PLACE.
