If any one asks information, authorities always harasses/discourages them also he  used to be branded as nuisence. Since, no one is perfect or 100% legal, so they are taking advantage of this. Still common toothless people have a fear, and rarely uses this provision(RTI)

In fact information exchange and publicise it may cut the root of corruption.. in general  corrupted people united themselves and support one other. RTI is a very powerful instrument against corruption.
