The employee may look into standing orders (if applicable to the establishment and extended to his designation), appointment letter/contract of employment, service rules, conduct and discipline rules of the establishment where he is employed full time.
If these rules are silent or permit he may succeed to peruse part time consultancy as the rules. Usually all employers insert clauses in service conditions/rules that employee can not pursue any other gainful venture. Violation of such condition can amount to misconduct and lead to termination with charge.
It shall be better to seek clarity from employer (full time).
Even if the rules do not permit any other gainful pursuits the employer can still allow/permit.
If permitted later there won’t be any objectionable and penultimate action later.
