Any document can be filed explaining the circumstances under which it could not be filed, the relevance of that crucial document to issues with a petition. The court may permit upon discussing the circumstances and convinced of inability of filing such document by the defendant and on hearing the objections other parties in admitting the document.

The petition has to be filed:  Under ORDER XLI Rule 27 read with Sec.151 of the code requesting to grant leave to the defendant to file a document.

It is the discretion of the court, and I am aware of such admission of the document even at the time of appeal hearing at High Court.
