Kulkaiyad victim but require farmers certificate

Dear Experts,

My grand father was a farmer but he lost his land as a result of kulkaida .

I have all the documents pertaining to the above. Can I approach the thasildar or collector and request him for issuing me farmers certificate.

If there is not a single acre of agricultural land left on your grand fathers name you may not get on the this basis you have to try other options.
