Landlord charging higher for electricity

I am staying in NOIDA currently. electricity charges in my circle are rs 6 per unit. but 2 days back my landlord asked to pay 11.25 per unit. what can be done in this case?

who used to pay electricity charges earlier? do u have any agreement with ur landlord about payment of electricity charges?

Dear SIr,

Myself Sujeet. I had taken a Row house on rent on 1st July' 2013 which is G+1 & it also has Terrace..

Since the day i moved in the room,the ground floor flooring was wet..

i was told that its due to moisture as the room was empty for three months...

then there was leakage on alongside wall of Ground floor & first floor..

since last month there is a heavy leakage in Bathroom cum Toilet..

 Because of the Wet floor, i am unble to use the Ground floor..

initially i slept for two days on the wet floor but i caught cold & body pain because of that ..

So i started using First floor for sleeping. but still body pain is there.

I had a plan to use Electric Stove for Cooking but since there is a leakage on wall alongside the Kitchen platform, i can not use the same so i had to eat outside & incurred extra cost.

I was shown the room in dim light & in hurry as the the Agent told me that the Owner is about to give the room on Rent to other Person.

On the day of Agreement, the flooring was fully wet, when i asked the owner about it, his brother said they had washed the room that is why, it is wet...

Owner has even refused to give me the Rent receipt saying it would increase his Tax liability..

After repeated request to the Owner, he visited the room along with the Civil contractor. & all of the adviced him to change the tiles but owner has bluntly refused to change the tiles..

Later on, i found that the flooring/tiles are wet not because of the rain but there is a water underneath..

Everytime i ask the Owner about the Repairing work or Rent receipt or removal of bricks/Cement gunny bag/Big cement pipes, he ask me to vacate the room...

 i have paid security deposit, 2 month Rent to Agents + expanses made on purchase of household items o but unable to live in the room.

Its been more than two months now, i could not even stay for one month in that room...i lived in my fathers room during that period...


The owner is not even ready to decrease the Rent amount as i am unable to use both the room..

So would like to know can i file a case against the room owner in the Consumer or Civil court?

Please advice..
