Leave&license in a chs

A member of a CHS had given his flat to a courier corporate office on L&L,the courier corporate office uses the flat as transit accomodation for the couriers who come from all over the country at any time of the day or night to stay for a day or two. Can a flat be used as transit accommodation ? Now he has put 8 beds in his flat and is using it as hostel without any permission from the CHS or without executing any L&L Agreement and Police verification.
