Legal advice on an urgent basis

A school building constructed by a contractor and school was running. After 2 years by miscreant two brick pillar was broken on sunday and that portion of double storey building fallen down. Then a FIR is lodged & chargesheet is framed & case is started in july 2014 in Civil Court. Witness of the case not turned uptill the date. How the case may be clased/squashed by lower/high Court? Chargesheet is framed under these sections- 467,468,471,409,149.
