legal heirs of married sister

Sir,

My married sister died 15 years ago. She was survived by huband, two sons and two daughters , all of whom are major now. My brother-in-law had a second marriage after 2 years of my sisters death , of whom he has two sons. My dead sister has inherited a share in my late father's property. Who are the legal heirs of my sister with regard to her share in father's property?

How can the husband be the legal heir for a property of his wife parents. Anything the husband takes from wife parents is a dowry. Since dowry is unlawful, taking share should also be unlawful. According to me only her sons and daughters are legal heirs.

Here the two daughters and two sons of your deceased sister becomes the class I heirs and husband of your sister ie entitled a share in the property as a legal heir next to the childrens.
