Marriage counselling at family court

Are the marriage counselling sessions at family courts a mere formality? My estranged wife has applied for divorce under 13(ia). Yesterday we had the first counselling session. However the counsellor was only asking what happened etc, it seemed like she was only taking a report. She made no attempts to counsel or advise us. I do not want to give a divorce and expected that the counsellor will counsel my estranged wife. However she made no such attempt to do so. She heard our stories, asked few questions and gave the next date.

how do these counsellors counsel?

if they do it like a formality, can the deep rooted problem b/w the couple get solved just in a few sittings?

as i can make out, they are not any psychologists or proper marriage counsellors.
