What should be the next step, if registrar refuses to register marriage even after full formalities.

Should make complaint and approach to higher authorities like collector and Deputy cmmissioner, commissioner and at last to High Court seeking irections against such registrar.

dear arvind,

there are two types of registration of marriages.

1. marriage is Solemnized by religious rituals and then applied for the registration.

2. registration of marriage under Special Marriage act

If the present case is within the scope of chapter III of special marriage act then appeal lies to the District Court under sec. 17 which reads as follows: "Any person aggrieved by any order of a Marriage Officer refusing to register a marriage under this Chapter may, within thirty days from the date of the order, appeal against that order to the district court within the local limits of whose jurisdiction the Marriage Officer has his office, and the decision of the district court on such appeal shall be final, and the Marriage Officer to whom the application was made shall act in conformity with such decision."

     The case is under first category, as . marriage was Solemnized by religious rituals and then applied for the registration.
