Definitely the Prohibition of Child Marriage Act, 2006 applies to Muslims as there is no clause in the Act that prohibits the application of the Act on Muslims. The age of marriage under the Act is 21 years for man and 18 years for woman. The Muslim Shariat law may be propagating as age of marriage for girl to be their puberty, but that doesn’t prohibit the prosecution of offender under this Act.

As per various HC judgments; yes.

Other than mere legal view; the body of minor of 15 years is not proper child bearing age.
Minor boy may also not be fit to marry although girl of boy might hve reached puberty.
From point of view of empowerment to girls it is not proper to marry minors.
