There are two things involved. First thing you have to make many rounds to the PS and may be to Court for getting such relief. Maximum is they may punish the identified culprit basing on evidences. The second thing is maintaining good relations with neighbours. Small issues like this accidental in nature spoil the relations. It is left to you as you have not raised the issue of compensation. You may inform them to reimburse the costs for replacing and use the complaint only as a threat. In terms of time, you will be wasting more amounts without getting such compensation from the culprits.

It is the duty of police to slap any provision of law for any offence.
File a police complaint, if you strongly feel.
Otherwise, get it settled amicably, use your good sense forgive and forget.
