Dear querist,
1. Talk to your HR head of any person higher in ladder, try to find out why your dues are pending. If dues are pending due to arbitrary reason then straight away send them legal notice.
2. When time limit for resolution under legal notice is over then complain to labor commissioner, if there also you could not find solution then your case will be transferred by labor commissioner to labor court.
3.You need to file recovery applicationunder Industrial dispute act 1947 section 33.
