need assistance

Dear sir, I have paid rs.120000 to a land owner just 2 years ago and make an agreement between us on rs 1000 stamp paper.Now he refused to register the land and till date he has not returned my 12 lakh rs.Actually I belong to patna ,the capital of bihar and land owner belongs to ara ,distant 100 km from patna and property also is in ara.Now can I file a civil suit against him in patna ?Otherwise suggest me right procedure to take my money from landlord.
