What if such accident happened when your neighbors clothes were on your side of the wall?

What if such accident happened when your neighbors clothes were on your side of the wall?

That is what exactly the reason I posted a query in this forum so that the legal professionals put their opinion here. I asked the rogue neighbour not to put clothes on the wall, but I didn't ask him to clean the premises wet with detergent! 

Now let me know what you should have done if you were in my position ?
