Non-encumberence certificate denotes that the property under consideration is not under any legal encumberance, i.e., not mortgaged, not under any bank lien, not under any legal dispute and litigation and illegally usurped or tresspassed. This can be found out by verifying the property records lying in the registrar's office. An advocate engaged for this purpose would inspect the records and issue a certificate of non-encumerance. If you want one, engage an advocate doing this nature of work.
