Not taking staff employee on board committee

I am a shareholder of janata bank pune.On 5/12/2010 the employees of the make made DHARNA ANDOLAN for nominating staff member on board committee. The bank has denied to take a staff member on committee. Its contentiion is that staff of the bank are not members of recognised union and the association though it is registered have no legal entity like union ,hence it is not obligatory from banks part to take staff member on board committee. But as a shareholder of the bank I have some objections.First of all ,bank is contending that association of the staff has no legal value ,then why it took staff member on board committee for last 25 years when there was no unioin existing in janata bank? My question to hon. advocates is it mandatory for co-op bank in MAHARASHTRA to take staff member on board committeewhen there is no recognised union? please answer my query.
