Whether notice u/s 80 CPC is mandatory for filing civil suit against

i) National Building Construction Corporation

ii) Vijaya Bank

No,notice under section 80 of cpc is mandatory only when suit is filed against State or Government of India.National Building construction corporation and Vijya Bank are neither office of state Government nor office of Government of India.
