Obc(nc) caste certificate format

There is multiple formats for central OBC non creamy layer caste certificate. Staff Selection Commission has it's own format, whereas National Commission for Backward Classes has it's own. How to face this problem? Please provide a format which can be used in all central government jobs.

It is the Tehsildar that is empowered to issue a certificate in that format laid down by Government. He can not issue certificates as per requirements of the applicant.
