One girl is not able to write in exam due to disease named

One girl is not able to write in exam due to disease named "writer's cramp", she approached to the "Institute of Company Secretaries of India" but no relief is provided yet. will she lost the dream which she imagined at the time of joining the profession she passed executive program (inter)and now in professional program (final)but a long time passed she couldn't appeared in exam due to her hand problem & one the one side medical practitioner's had said this is the problem of "writer's cramp" and they are not sure about treatment on the other hand they refused to provide the "permanent disability certificate" but provided medical certificate for temporary period but the Institute refused the medical certificate and demanding for "permanent disability certificate". Now she has demoralized.
She can be Company Secretary if one writer / type writer is provided to her for exam.
Will she be a qualified Company Secretary? This is a question for her because of this problem.
Many student losses their dream due to such problems.
There should be a provision for such situations in laws & rules of educational & professional institutes.
Are you agree with me? Am I right? should there be a remedy for such problems? Is there any right for such students to get the professional education ?
