Pension benefits denied for senior citizen in tamilnadu

Humble appeal!!!

Greetings!!

Appeal from Senior Citizens on eve of Old and Senior Citizen Day, 1st october,2011!!

 

There exists a handful of retired Govt pensioners who are all retired as professors in Government and Govt aided colleges in 1986 and prior to that  . Owing to UGC recommendations, after these people retired, designations in college teachers drastically changed and department of collegiate education and department of treasuery recognised them as ordinary lecturer only instead of Professor (atleast they should have been treated as lecturer special grade) .

Upon UGC recommendations during V and VI pay commission pay revision Central Govt recommended pension for these pre 1996/2006 retirees to be treated at par with those retiring at the time of implementation of these pay commission. Tamilnadu Govt also agreed with this while  issuing  G.Os  keeping this aspect.(e,g g.o 200 of 1999 and 350 of 2010)

But the department of collegiate education and department of treasury on both the revision of pay made a construct of the GOs such that these professors are treated still as ordinary lecturer completely ignoring the full clauses of the GO and clarificatory letters by the Govt in this regard.

In some cases orders were issued fixing them rightly at special grade ( now Associate Professors) but after paying them the arrears and pension in the revised pension, the department of treasury is withholding final instalment of arrears stating they cannot be treated as associate professors.

UGC while recommending new designation such as selection grade prescribed condition but clarified that they are only for new entrants as college teachers . Also the recommendations of UGC/Central Govt  for revision of pay for retirees before implementation date are purely recommendatory and Tamilnadu Govt has all powers to fix revised scale for its pensioners in its own rational way.

 

Appeal

We urge Hon’ble Chief Minister of tamilnadu to immediately intervene and:

1. Direct Finance and Higher Education Ministry to put up all cases mentioned above for that of prior to 1986 retirees revision of pension and issue a fresh notification in form of GO to impelement revision of pension as Associate professor ie., lecturer special grade ie at par with the existing professors

2. Appeal that no recovery be made for those pensioners who has already been given these benefits

3. Special benefits for those who are 80 years and above announced earlier are given to these pensioners immediately.

4. The above action is sought  immediately by the Govt as most of pensioners are 80 years and above.
