Please suggest me what we do next

Hi, I booked a four shops in Gurgaon mall 2007. But builder even not started their construction yet and they have no sanctioned plan for this project. I filed a consumer case against a builder in National Consumer Forum. But forum rejected the same because this is a commercial property. Can i file a review or appeal against this order or what we do next.
