Proclaimed offender

sir,two ladies are already booked in two  CCB cases,now they had done one more crime ,they had taken anticipatory bail for one CCb case for money cheating case ,..so kindly let me know what is procedure and criteria to declare a person as proclaimed offender under sec 82? n how to take neccessary action against them to punish them?? thanks

If the accused didn't appear before the court and absocinded such accused will be declared as proclamied offender

 I would like to further add that after service of summon / warrant, if the accused do not appear before the court, he can be declared as a proclaimed offender and   provisions of Section 82 and 83 of Code of Criminal Procedure (CrPC) can be invoked.
