Property problem

Hi,

I have 500 sq yrds at Hyderabad and in 2006 I gave for development to one builder at 50:50. We had agreement to complete within 18 months and it took 3 years.Builder said delay is due to market downfall.We have 6 flats now and 3 I am owning and all og them rented out and we are getting rent since Aug 2009. Following are my problems if anyone can guide me.

1. Development agreement is not registered. I have given GPA for his portion and he paid Rs 8 lakhs towards EMD.Problem is builder is postponing the registration of flats. I donot undertsand reasons. We have applied for BRS and Builder is saying that after approval of BRS we can get the actual flat sizes ( approved ) and then we can register. Is their any risk to me for not geting my flats registered ?

Please help me.

Yes there is risk as unregistered document has no value.  Moreover u resort to  remedy available under consumer law.
