Property registration

respected reader,

i have purchased a flat in 2011 in kolkata(westbengal). i've cleared  all the dues and also the registration cost to the land developer(promoter).the promoter hand over the possession in 2011.but 4 yrs had passed the promoter didn't do the registration respite of my repetitive attempts.

now the builder has fled away i don't know what to do.

please help.
