Property transfer from sister to brother/mother/father

Dear Experts

In 2007, we have purchased a new flat in Indirapuram, Ghaziabad (U.P.) in the name of my sister as I was not eligible for loan due to less salary. Now we have fully paid that loan & received NOC from bank. My sister is married. Please help in understanding the below mentioned queries -

1. Can she transfer the property to me/my mother or my father through gift deed ?

2. If yes, What will be stamp duty charges in Ghaziabad (U.P.) ?

3. Can any other way is there to save the stamp duty charges ? (We have already paid these charges in 2007, If we have to pay these again, It will be huge loss.)

4. Can it be done by will ? If yes, can a will be changed after registration ?

5. Please define a will. Can anyone sell the property on behalf of a will if the preparer of the will is alive. I mean is any will only valid after death of the preparer.

Lastly, As per your expertise what way should be most preferred in this case.

HI,

U registration a Sale Deed in your favour with use actual stamp duty and registration fee and transfer this property in your name.

WILL is velid after death and then u transfer ;your name and then u sale this property other person.
