Raj Kumar Makkad (Adv P & H High Court Chandigarh) 13 September 2011
No. Third person has got no locus-standi to raise question over closure of the case if he not directly connected thereto. Comlainant has only got right to file Protest Petition in such case.
Adv. Chandrasekhar (Advocate) 13 September 2011
Complainant or his/her legal heirs. Am I correct?
