Publication of the bans in special marriage act

Namaste, I'm french and actually i'm in india because i made a wedding with indian girl. She leave in punjab. We start the procedure for the court marriage. I understand that we are under the special marriage act and i know we need for the publication of the bans (30 days). My question is about the way to publish : Newspaper or book in the court? One solution is better? We need to use both of them? My advocate speak about 10000 for the publication in newspaper. It's good price? Thanks you for your help because i'm little bit confused. Guillaume Durieux Ps : my advocate speak about give 30000 pet officer ( they are two). I don't understand why i need to give soo much money for normal procedure. Can you give me advise about this?
