Regards resignation and joining from one dept to other

Hi i, jitender has joined esic dept in 2011 on a group c post i have entered my qualification matric in my application form whereas i m a graduate

 

SOMETHITHING  IS MISSING.  WHY YOU  HAVE HIDDEN THIS QUALIFICATION? DID QUALIFICATION EXIST WHEN YOU JOINGED 5 YEARS BACK?

 

now i am selected for a upper grade post in delhi govt but i have not intimate my parent dept about my selection now i want to join delhi state govt job but my parent dept isn't issuing me N O C

YOU SAY THAT YOU HAVE NTO INTIMATED ABOUT THIS APPLICATION TO THE PRESENT DEPTT AND ALSO SAY THAT THEY ARE NOT ISSUING  NOC.

 

WHAT IS THE QUALIFICATION FOR UPPER POST?

WHETHER THIS QUALIFICATION IS IN RECORD OF PRESEN EMPLOYER.

EVEN IF YOU REGISN ON PRSONAL GROUNDS STIL NEW DEPTT WILL GIVE YOU ATTESTATION FORM REQUIRING YOU TO GIVE DETAILS OF PREVIOUS EMPLOYMENTS.

I know that i hv done a blunder actually when i hv applied for present employer that time i was graduate but this post need minimum matric qualification so i filled only matric in application form i hv shown myself graduate in attestation form but they refuse my graduation degree bqz i hv mention my qualification matric in my application form i hv joined it in2011 and i hv applied for other post in 2012 for upper grade which requires 10+2 minimum qualification but i am only matric pass in service book so thats why i m unable to intimate my application, one more thing according to a circular pass by higher authority who hv mention his qualification at time of joining in attestation form their qualification can be added bqz i m going to upper grade this is very imp to me to join this new post in state govt from autonomas body under ministry of labour and emplymnt so guys these all are facts plz bring me out of this blunder done by me 5years ago. Is it important to get NOC from parental dept. Can i give personal resignation. If i give personal resign and not inform them about my parental job can they get it my info thru NPS account bqz an individual an open only one acct. Plz give me a suggestion to get rid of that problem. Thr is no issue for me to lose my nps deposited in my acct.

I hv applied for a minimum matric required qualification post in 2011 in ESIC. I m graduate at that time but i mention my qualification only matric in application form. Now my minimum qualification in my service book is matric. I m unable to apply for upper grade thru proper channel. In 2012 i hv applied for a upper grade post but did not intimate my parental deptt Esic. I also did not mention about my previous service in new application form. But on base of a circular issue by my deptt my graduation qualification can be added in my service book. Can i get NOC from my parental deptt ? Can i give technical resignation ? Is it ok to me to give personal resignation ? A govt employee can hv only an NPS account in whole life service. If i give personal resignation to join new upper grade post i hv to get NPS Account. So new deptt can get my previous service information thru NPS details. Can it create problem to me ? Can i lost my both services in this situation ? Plz help me to come out of that problem. I want to join that new upper grade post.
