Read Section 188 of Indian Penal Code, 1860 for non-verification of tenant / servant etc.

IPC-188 is a volatile section. India is not yet a Police State with the Big Brother always watching you. In normal life one has to do so many things. One cannot always be watching which law one is always complying with or which law one is breaking. One cannot permanently retain a lawyer as a legal adviser and consult him before doing each and every thing. Even if you do that you are likely to falter. Whenever you accept a tenant satisfy yourself to the best of your ability that he is a good person . Do not worry about Tuglakian laws.
