1. "IF" you had joined & started working in the Private Co., THEN legally you need to send hard copy of "Resignation Notice" to Private Co., to avoid any false allegations or criminal complaints on you, which might affect your Govt. Job.
2. UNLESS you take everything for granted and as a Joke.

Since the new job is in a Government department, you may submit the resignation as per the terms, if any, of appoinment and join the new job. There is no requirement of relieving letter etc. while joining Government service.
