Salary not paying

I was working in Pvt Ltd IT Company. I have sent a resignation letter with 15 days notice on 21st Dec, 2010. As per the Offer Letter i have to give 2 month notice however the compnay accept my resignation and issued the relieving letter on 23rd Dec, 2010. Because the company financial position was not well, so they accept my resignation letter and relieved me with in 2 days. But my salary is pending for 2 months (Nov & Dec). The company has not paid the salary on time for the last one year. I have try to contact the officials but they were but attand my phone calls. Eventhough i have visited the office 4-5 times but the Director was not present there. How can i get the salary legally. Please help me the same. If I go in the illegal way, I can get. Because I know how they are cheating the Income Tax. But i dont like to blame.

Serve a legal notice demanding the outstanding dues and then file a civil suit for recovery.
