sale of flat - lease hold

X wants to sell his flat. The lease hold  of the land expired in 2005 and is expected to be extended shortly.  Under the circumstances can the flat be sold. Y wants to buy it. If x and Y are agreeable to execute the sale deed, will there by any problem? Can the deed be registered immediately ,  now even before the lease is extended by the govt.  Can the govt/Tahsil dar extend the lease-hold in respect of the undivided share of the land relating to the flat separately since X can not wait for long?
