Whether any complaint has been filed / FIR has registered or not as you have stated, that, "...now he threatened to general people to i launch a sc/st case against you..." ?

Answer is no complaint has been filed and it is apprehension of general caste person.

Without knowing the subject and circumstances, you can not receive precise guidance and it is true that those belonging to SC have special privileges and they can file atrocities case against any other class of citizens for their protection.

Mere physical violence is insufficient to invoke the provisions of SC/ST Act

If sc/st case filed onto general cast people
Will that person get bail. For sc st case what all type of bails can be granted like conditional, In term bail etc...

Please understand the seriousness of the situation and always trust the local advocates and appraise him of the position to avoid such unpleasant actions by Police.  Even when the snake is small, use a bigger stick. to protect yourself.
