Seller delaying the registration

Hi,

I ventured into buying of a property in coimabtore. The property is that of my wifes' maternal uncle.It was in Bank as a mortagage for 25 lakhs.

 

He requested me to pay the amount to the bank and I gave another 19 lakhs seperately to help clear his debts.

 

In return he signed me a Agreement of sale for all the above amount which is mentioned to register the property in my name by this month when I give him remaining 10 lakhs...Now I am ready with the remaining amount and asking him to register and now he is delaying the registration and giving me lot of frustrations..

 

I have got the above agreement of sale in stamp paper but not registered the agreement.

 

what is the procedure to register the property without much delay..If I go to court what are my satuatory rights in this case and how to complete without much dragging..is it possible to win the case wthout much dragging.

 

 

some lawyesr say I have to pay the whole remaining amount with 7.5 % court fees before I start  filing the case against him.  

why the buyer is stretched here by asking to lock more money until the verdict comes.

1. You only need to be ready with the money and make on offer to pay the same when the seller t.gets it registered in your favour. You dont actually have to pay it. 

2. Court fees is required to be paid, but I am sure it is not 7.5 % it should be much lesser.
