If the builder had promised all the amenitites in the brochures and the advertisements but practically they are missing then you can file a complaint against the builder for deficiency in service and unfair trade practice before the district consumer redressal commission and also for compensation besides direction to fulfill the requirmenets as promised.

You should understand the underlying fact that there is no scheme either by governmental agencies or there is any recognition or approval in the name of senior citizen township.

This is just another name to attract and grab  the funds lying idle with the senior citizens.

For your information this is another ordinary flats, the builder is not a charity minded person that he will have sympathy to provide extra facilities to the senior citizens .

However it is duty to provide the promised amenities because it is on that promise only he sold the property to the senior citizens. 

You can take legal action to get relief and remedy

Model Guidelines for Development and regulations  of retirement  homes  approved  by  .Ministry of housing and urban affairs, GOI 18 2 2019 to RERA. 

Whether  this is in force 

Is this a retirement home or a senior citizens township?

Do not mix up a different subject to this and seek clarification, firstly understand the concept and then invoke the relevant law to your problem if it is applicable and then look for relief as per law.
