It is mandatory on the part of disciplinary authority to issue second show cause notice after inviting the comments over the enquiry report and opinion of management but this set procedure has openly been violated in your case so you can approach civil court and chellenge the final vedict on the employer with all available grounds.

 Issuence of second show cause notice before inflicting punishment has been done awaywith , the judgement of the SC in this regard. The employer can straight away inflict punishment after having sent the enquiry report and received the representation on the same.
