stamp duty by founder members

10 persons formed society and purchased land  during the year 1982 in the name of the society and paid stampduty and registration charges on purchase of land . Society issued sharecertificate and allotment letter to these members and they are enjoying membership right..The building was constructed in the year 1984 and possession of flats were taken during the year 1984 .whether these fonder members are required to pay stamp duty on their respective flat?
