strange justice

A person files complaint u/s 380 in 2002

Police files FR in the same year as no crime made out.

Court orders notice to complaint.

Complainant appears in 2004 and requests for time for protest petition.

He files protest petition in 2006 and requests time for arguments.

In 2008 he requests to present witnesses. Court reluctantly allows.

He presents himself, gives his statement and requests time for other witnesses.

He ask court to issue summons to witnesses. Court refuses.

Finally after 2 years courts closes evidences and asks the complainant to argue.

The complainant goes for a criminal revision. The Add. session court allows his revision, allows him two chances and orders that witnesses will be brought by complainant.

The complainant goes to trial court, present one witness and ask for summons to other witnesses.

Court agrees and issues summons to other witnesses ignoring higher court orders.

What is this ? Whole process is controled and run by the complainant ? Prosecution or accused is no where in the picture.
