How is it possible that fake pilot officers are recruited in India?How questions of important examinations are leaked? How fake notes are printed and circulated and government is unable to stop the same? How recruitment of ineligible person takes place after payment of bribe and how students of inferior quality of get admission in colleges of higher education and good students are rejected? and so on.................There are hundreds of such questions which comes in the minds of those who are victim of corrupt practices prevalent in the system.Members of civil society or that of Team India should ponder over such questions and try to make suitable provision in their proposed bill so that real culprits who act behind the scene are booked to task .
IAS and IPS officers are transferred at the whims of ministers.Those officers who think or act against the bosses are transferred to remote and critical place and rejected in promotion processes.This results in flattery culture and promotion of corrupt culture.
Judges are selected not on merit but on recommendation.This is India where during last 64 years none of judges have been punished though there are hundreds and thousands of such judges who earn illegal money in nexus with advocates and who do not order punishment to real culprit after taking bribe , gift, favourable transfer , untimely promotion throught lobbyist sitting in offices where fate of an judge is decided, where career of an office is made or marred.
Why banks are allowed to recruit officers in higher scale depriving senior experienced officers available in banks?
Is it a direct permission to top ranked officers to earn through recruitment?Why RBI and Ministry of Finance has allowed bank management to recruit from campuses like private companies and in this way select persons of their choice after taking some favour or the other in return.
Do anyone know how much cash is required to be paid by aspirants for the post of ED or CMD of a Public Sector bank to various top level dignitaries?It is open secret that only after paying bribe to lobbyist some officers may dream of promotion or elevation to the post of ED and CMD of a bank.When top officials like CEO of a company is decided through illegal means and where bribe plays major role how can one imagine that such officers will create healthy culture in his organization. It is but natural that such corrupt CEO who has paid bribe to get a cream post will sell cream post to his subordinates and when field officials and field level staff has to pay for transfer and promotion he will definitely seek bribe from his customers and from contractors and suppliers who are associated with the organization. Where is the proof for such unhealthy and corrupt practices and how strong Lokpal will catch the real culprit who acts and who commits crime using phones and verbal instruction only
Is it not true that high level source and recommendation of some ministers is enough and necessary to become director, ED or CMD of a bank or a Public Sector Undertaking?
In fact one has to pay for getting posting and promotion too in all government departments, in police department, in banks, in insurance companies, in schools and colleges and in brief almost in all offices.It is open secret that flattery and bribery is the key of all good posting, quick promotion and comfortable posting at top level.Such corrupt practices can never be caught by Lokpal .
Even teachers are recruited as per whims and fancies of MLA, MP and minister of the area in which school is located. Posting of BDO, CO DC, DM, SP and all IAS and IPS officers are done by group of ministers after taking money in some way or the other.Even the post of Governors and post of President of India is filled by such persons who are number one flatterer and well wisher of high command or powerful person of a political party. Post of government directors is filled by politicians who are most corrupt and who gets defeat in general election.How such corrupt practices can be stopped by strong Lokpal.
Similarly when top officers of a PSU are selected by Interview panels only after paying money, such officers will definitely try to recover the same from his subordinates.Every intellectual in India knows that getting success in Interview for any post associated with state or central government ,for any top post in a public sector undertaking and in for getting top post in banks and insurance companies need recommendation from some heavy weight or payment of some bribe to some middlemen.Even post of vigilance officers and that of CVC are filled by officers who are able to please their mentors and their bosses either by flattery or by paying bribe.
People who come by paying money try their level best to earn money as much as possible.
Similar is the position of MLA and MP who earn illegal money to become MLA, MP and ministers.Tickets are given by political party to any person not based on merit or quality of ticket seekers but by amount he can spend and he cay pay to top bosses for getting ticket and for winning an election.
Why do all ministers put verbal pressure on corporate houses and recruitment bodies in government offices to give employment to their kids, friends and relatives and can such unhealthy practice be stopped by strong Lokpal is a million dollar question ?
Why CBI officials , inspecting officials, auditors, police officers, virulence officers, IAS and IPS officers, Head of PSUs and PSBs going against the government or going against desires of leaders of ruling party are posted at critical places and rejected in promotion processes but on the contrary officers who provide safety to corrupt ministers and corrupt corporate houses are promoted violating policy and given choice posting?
Can strong Lokpal as envisaged in proposed Jan Lokpal bill stop such whimsical transfers and arbitrary promotions?
If not how one can dream of success from proposed new bill having the failed experiences from basket full of existing laws willfully made to protect citizen from clever tactics of corrupt officers and corrupt politicians.
Everyone knows that officers have to pay cash or gift invariably for getting recruitment or posting in top positions in addition to use of recommendations from some important and powerful person. Due to this, quality of workforce has faced great erosion practically in all offices.
Politicians and top ranked officers in India as also top Management of bank and public sector undertaking in India are thus creating frustration and disincentive among good officers who are being rejected not only in promotion process by greedy top officers but humiliated at every stage and during day to day working. Is it not harmful for the country, for political parties , for public sector undertakings and for citizen at large?
Such unhealthy practices are root cause of all corruption and still India boast of good governance and our learned Prime Minister promise of making India greatest in the world.Clean PM has been watching Chirharan of Draupdi for last seven years and allowed many scams to take place and corrupt practices to perpetuate .
Even President of India or a Governor of a state, or director and CEO of a PSU is handpicked by ruling party to serve their vested interest and honest performers are posted at critical places for some reason or the other without taking into account the capacity to perform or knowledge of the person or the past background of the person.
It will not be astonishing for anyone in India if ruling party appoints Mr. Kalmadi or Mr. A Raja or Mr. Madhu Koda or Mr. Lalu Yadav as Governor of a state in near future. It is not abnormal when a corrupt General Manager or ED of bank of PSU who gives bribe to Secretary or Minister is appointed as ED or CMD of a bank or a PSU.There are many instances when a corrupt and inefficient minister or corrupt Chief Minister or inefficient politicians is chosen for the post of Governor or director of a PSU.
In fact merit is always the victim and Indian courts are not in a position to do justice for such victimized persons who are denied their right of recruitment, promotions and posting at better places. Even officers in vigilance department or in CBI or Anti Corruption bureau earn money by treating guilty as innocent or work under the pressure and advice of top ranked officers and minister who can make or mar their career.
As such I always say that root cause of all corruption in our country is the prevalent malpractices in the process of recruitment, promotion and postings. Flattery has become the master key to enter the process and then money plays the vital role in getting the desired employment, desired posting and desired promotion at the cost of quality people, talented people and devoted honest workers.
And hence Central Bureau of Investigation should be instructed to investigate thoroughly the process of recruitment, promotions and posting of last 20 to 30 years and try to punish all top ranked officers who committed crime of handpicking corrupt officers for promotion and posting at good places and who created bad culture in government offices by promoting flattery culture.
Lacs and crores of rupees are spent by junior officers in extending red carpet welcome to his top official, his bosses, powerful politicians,minister, departmental head , middlemen, brokers, lobbyists and VIPs.There is none to stop such petty but unwarranted expenses which ultimately results in giving boost to corrupt culture.
Why officers feel pleasure in extending red carpet welcome to his bosses is an open secret and hence I need not enlighten elaborately much on this subject.
It is open secret that crores of rupees are spent illegally in welcoming a top official or departmental head or a minister almost by all departments and government owned offices companies and bodies. There is none to stop such unhealthy culture which is mother of all corruptions, scams and scandals.
Need of hour is to snatch all discretionary powers invested in top officials related to transfer, posting, promotion and recruitment.
It is necessary to abolish the system of Interview for all in-house promotion systems.
It is seen that top officers seldom gives respect to merit and such powerful officers gives weightage to either bribe or recommendation of some other VIPs . As a result, such powerful and so called responsible officers rape talented and sincere performers and that too in the name of Merit and suitability.
It is therefore necessary to bring about as much transparency as possible in all such processees and only then one can visualize real success of Jan Lokpal Bill
