Suit for recovery of money-chennai

We delivered goods to a party in other state by means of railway transportation. Now out of 7 bills 1 is paid and rest is pending we file sales tax return and he too would have filed. We got bills. I've sent them a notice to company directors and they received , but no reply. Now I want to initiated suit for recovery of money? What is the procedure sir?? How much is fee? Etc. Pls guide through.
