In karnataka some times back agriculture lands were converted for non agricultural purpose by tahshildar.
Till recently the sites pertaining to such layouts were registered for transfer and khata changes were also made and building permissions were also granted.
From last five yrs they stopped changing the khata after registration of sale deed, then after few months they stopped iissuing licence for construction.
Now totaly, no change of khata no building licence, even form 3(ownership record) not being issued by muncipal authorities
