Technical question

Which "place" should the agreement/deed/contract be signed if the stamp paper belongs to a particular state?
 
Can it be somewhere outside the state or country?

The stamp paper can be signed in any of the state or country, but the registration can be done only in the state to which the stamp paper belongs.

If you want to execute any miscellaneous document (e.g Power Of Attorney, Agreement  etc) outside india, just  draft the document on plian  paper and get that executed by the Consulate of India in that country they will charge the stamp duty and you have to make payment for valued duty against receipt.

Specifically on property .... if the buyer is in State A, the seller in State B and the property itself in State C .... can the buyer have the "agreement to sell" drafted on State A stamp paper and signed in State C?
