To apply for marriage certificate

Hi ,

              I need some help urgent, that iam gonna marry in arya samaj  bhubaneswar aganist parents wish, when i get my certificate from arya samaj can i apply for marriage certificate in  registrar  office[ i need legal document ]

              I would like to know if i need  to contact a lawyer,or can i just go to registrars office and submit duly filled form along with arya samaj certificate.

              How much time span needs to get a certificate through registrar, after marrying in arya samaj mandir.
