Transfer of property under hindu succession act with poa

If one of the member of the family under the Hindu succession act is bed ridden and stays out of state, where the property is located and she cannot move to the court for surrender of property/registration incase of court partition of the property in favour of other members of the family, what are options available? Who will be the authorised POA holder ? Can it be the adopted son of the daughter, without any adoption deed. Pse advise.
